The Clerk of the US House of Representatives recently released the new form for lobbying disclosure under the Lobbying Disclosure Act (LDA). The new form, labeled LD-2, incorporates changes that became effective January 1 pursuant to the Honest Leadership and Open Government Act of 2007. The first deadline to complete the new LD-2 is April 20th.
The new registration form is the same as the old form with a few notable exceptions. The new form includes a change implementing the new reporting requirements for coalitions and associations. The definition of "affiliated organizations" that must be identified if they contribute $5,000 in a quarterly period has been expanded and now differentiates between any outside entities that "actively participate" vs. outside entities that "in whole or in major part" plan, supervise or control the registrant's lobbying activities.
