On July 19th, President Trump unveiled a White House effort to address the challenges of modernization and automation, job training, and the current ‘skills gap’. The Executive Order will establish a national council for American workers and a workforce policy advisory board designed to leverage insights on options for education and training in hopes of impacting the professional development.

 

Supreme Court Online Sales Tax Ruling is Likely Not Serious for Associations Bookmark

The SCOTUS Wayfair vs. South Dakota decision handed down recently means online retailers will be required to collect sales tax from customers in individual states, even if they do not have a physical presence in those states. How does this decision impact associations? If you have a physical product that you are mailing out of state, such as books, you could be subject to sales tax collection and reimbursement.

Nonprofits Would be impacted by Overtime Rule Bookmark

Many organizations across the country, including associations, are preparing for a surge in personnel costs as they prepare for the Obama administration’s overhaul to the Department of Labor Overtime Rule. According to a letter from the Congress to the Secretary of Labor, the Labor Department's proposal, due to be released in final form in July, would more than double the salary threshold to $50,440 per year, up from $23,660. With implementation of this rule, about five million workers would become newly eligible for overtime pay. In addition, the minimum salary would automatically increase each year to match the 40th percentile of the average salary earned by full-time employees in the United States.

New Tax Forms May Hit Your Desk
As a result of the Affordable Care Act (ACA), some taxpayers will receive unfamiliar tax forms at the beginning of 2016. Forms 1095-A, 1095-B and1095-C ask for information about the health coverage you offered in 2015. In addition, some employees may receive forms regarding their health coverage. Form 1095-A will be sent to individuals enrolled through the Marketplace. Form 1095-C is for employers of more than 50 employees. Form 1095-B is for those employees not covered in either of the above forms.

IRS Drops Proposal For Nonprofits To Collect SSNS
The Internal Revenue Service (IRS) announced this week that it is withdrawing the proposed rulemaking of giving the option to nonprofit organizations of substantiating contributions of $250 or more by collecting and reporting donors' Social Security numbers to the IRS.

DOL Expected TO FINALIZE OVERTIME RULE IN MID-2016
MSAE is closely monitoring when the Department of Labor might release its final overtime rule. The Office of Management and Budget (OMB) has estimated that a final rule could come out as soon as July 2016.

The DOL released a proposed rule this summer that would more than double the salary threshold for overtime eligibility to $50,440 per year (up from $23,660). In addition, the minimum salary would automatically increase each year to match the 40th percentile of the average salary earned by full-time employees in the United States.

MSAE, along with 250,000 other organizations, submitted comments on the proposed rule to DOL this past summer. The DOL is still reviewing comments and has yet to suggest what changes, if any, might be made to the final rule. MSAE's letter can be viewed here.
